Automatic Electronic Scales and Reporting

There were automated scale equipment systems located at seven weigh stations facilities in a fishing zone.
We were asked to develop a solution that reused some of the weigh-scales, but replacement of the touchscreen device and software.
In addition to the existing requirements of the system collecting and delivering data to the governing body in real-time, the scope has now expanded to integrating (or cross-referencing) the data captured by the existing application.
The combination of this data will then be passed back to the governing body, with the data being combined in an Oracle database beforehand.
With the exception of the hardware, there is no requirement to own the software. As such, the software and maintenance services will be bundled together as an annual service-fee.
The proposal was to use Dell Rugged Tablets mounted for the touchscreen, and a Microsoft SQL server hosted in Azure to store the data. The software was developed in Microsoft .NET
